SCHEDULE
- Garbage & Recycling Pick Up: Every TUESDAY
Garbage and Recycling should be put out at the curb after 7pm the night before pickup or before 7am the day of pickup. If a Holiday falls on regular garbage or recycling days, please see Village Calendar for pick up day.
TRASH PICKUP
Garbage Stickers
Garbage Stickers are $5.00 and can be purchased at the Village Office, 124 Main Street, and at McNan’s Variety Store, 100 Main Street.
- Check Garbage Sticker Sale Locations & Hours
- Cash or check only. No Credit, Debit or EBT Cards will be accepted.
- Make checks payable to “Village of Philmont”.
- Alternatively, a check with a self-addressed, stamped envelope can be mailed to the Village Clerk at the Village Office, PO Box 822, Philmont, NY 12565, and garbage stickers will be mailed to you.
Garbage Size
- 30-gallon capacity — Full Sticker
- 13-gallon capacity — Half Sticker
Weight Limit. Garbage Bags can be a maximum of 50 pounds. Bags must be drawstring tied. If the bag can’t be picked up by the drawstring, it is too heavy and will not be picked up. No Lawn & Leaf or Contractor bags may be used. Bags not complying with protocol will be left at curb with orange violation sticker. All contents in container must dump freely or they will be left behind.
YOUR GARBAGE WILL NOT BE PICKED UP IF:
- It does not have a sticker
- A 30 gallon bag only has half a sticker
- It weights over 50 pounds
- It’s in a contractor/leaf bag
Large Appliances and Other
For any other disposable items—metal products, wood products, furniture, appliances, construction debris, etc.—you may use, for a cost, any of the Transfer Stations listed on the Columbia County Solid Waste Website.
RECYCLING | Newspaper, Cardboard, Plastic, Aluminum and Glass
The Village is working with Columbia County Solid Waste to handle the clean paper, cardboard, metal cans, and clean plastics in a streamlined manner to reduce landfill waste. The village follows the County guidelines, which are available here.
- Papers must be bundled in a brown paper bag or tied.
- Cardboard must be broken down, or placed inside 1 intact box. If it is not broken down it WILL NOT BE PICKED UP.
- Plastic, glass and aluminum recyclables must be clean and in a plastic tote or laundry basket with drainage holes.
- Recycling this is not clean WILL NOT BE PICKED UP.
- PIZZA BOXES are Garbage
- WET PAPER & CARDBOARD IS GARBAGE.
- Please do not use a plastic bag or a paper box, as paper boxes will disintegrate when wet.

What Happens to Philmont Recycling?
Philmont Recycling is picked up by Barbato Disposal (Carmen Barbato, Inc., Hillsdale, NY). Barbato delivers recycling to the Catskill transfer station, where it is picked up by a variety of recyclers.

The Village has an excellent water supply and sewer system.
Meters are read and you are billed quarterly—in January, April, July and October. Water payments are due, without penalty, by the end of the month billed.

DRINKING WATER QUALITY REPORT
WATER/SEWER RATES
- Sewer: $10.50/1000 gallons with a minimum of $105.00 per unit per quarter.
- Water: $5.50/1000 gallons with a minimum of $55.00 per unit per quarter.
Billing
Water/Sewer bills go out the first of the month in January, July, and October.
Bills are due on the last day of the month they are received to avoid a 2% penalty. Return the bottom portion of your bill and keep the top for your records. No receipt will be mailed.
Mailed payments that are postmarked prior to the 1st of the following month will be accepted.
An additional $75 penalty is added if the bill goes unpaid.
Streets & Roads
Autumn Leaf Pick-up
During the fall, leaf piles at the curbside will be picked up by the Village. Dates are set according to the weather. Check with the Village Office in the fall.
Winter Parking
From December 1st through April 1st, there is no parking on Village streets from midnight until 6:00AM. In addition to other penalties and fines, any car parked in violation will be subject to removal at the owner’s expense.
Snow Removal

For everyone’s safety, after a snowfall, sidewalks abutting personal and business property MUST BE CLEARED OF SNOW AND ICE WITHIN 24 HOURS AFTER A STORM ENDS. Sidewalks that are not cleared of snow and ice 24 hours after a storm will be cleared by the Village at a cost to the property owner of the adjoining premise of $2 a linear foot, based on the length of your property listed on the tax maps, not the length of your sidewalk.
