Regulations

Dog Licensing:

NYS law requires all dogs to be licensed with the state. If you need to license your dog or renew an existing license, contact the Town Secretary of Claverack at Claverack Town Hall on Church Street, below the Philmont Village line. Registration is $10.00 per year and proof of up-to-date rabies shots is required.

Village Elections

Village Elections take place on the third Tuesday of March at the Village Hall, 124 Main Street. Polls are open 12:00 Noon – 9:00pm.


On-Street Parking:

From December 1st through April 1st, there is no parking on Village streets from midnight until 6:00AM


Winter Snow Removal:

Sidewalks abutting personal and business property must be cleared within 24 hours of the end of a snowfall. Sidewalks that are not cleared of snow and ice 24 hours after a storm will be cleared by the village at a cost of $2 a linear foot to the property owner of the adjoining premise.


General Property Maintenance

Please take note that the Village of Philmont is making efforts to clean up the village. In accordance with NYS Property Maintenance Code, applicable zoning laws, and local laws of the Village of Philmont, please maintain premises free of debris, furniture, junk, trash, and weeds in excess of 10″. Property owners in violation of the NYS Property Maintenance Code will be noticed and, upon non-compliance, violations will be issued, which can carry a penalty of $250/day.


Rental Property and Vacant Building Registration

All rental properties—both long-term rentals and short-term rentals—and all vacant properties in Philmont must be registered with the Building Inspector. Learn more about the Rental Property Registration and the Vacant Building Registration process.

2026 VILLAGE ELECTIONS
Open Positions: 2 Village Trustees
Doug Cropper is running for re-election. Debra Gitterman is stepping down.
If you want to run for office, pick up a petition at the Village Office.
Petitions with 50 valid signatures are due by February 15th.
Because Saint Patrick's Day falls on Tuesday, elections this year will be held on Wednesday, March 18th.
