This contract is funded by the New York State Community Development Block Grant Program as managed by the New York State Homes and Community Renewal.

1. PROJECT DESCRIPTION

The Village of Philmont invites qualified and interested consultants to submit proposals for a comprehensive Housing Needs Assessment and Policy Framework. The project aims to address current and future housing needs in the Village of Philmont, by identifying priorities and effective, litigation-proof policies to protect and provide high-quality, affordable & workforce housing. The project location is the Village of Philmont, in Columbia County, NY. The purpose of the project is to analyze the current housing situation, identify gaps and opportunities, and propose a policy framework to guide future housing development. The project will be completed in 2024.

2. SCOPE OF SERVICES

The selected consultant will be responsible for conducting a thorough Housing Needs Assessment, which includes but is not limited to:

  • Analyzing current housing stock and demographics.
  • Identifying housing trends and projections.
  • Assessing affordability and accessibility of housing.
  • Evaluating the impact of existing policies on housing development.
  • Engaging with stakeholders, including residents, local businesses, and government officials.
  • Developing a comprehensive Housing Policy Framework with viable implementation strategies grounded in new partnerships and funding mechanisms.
  • Presenting the main findings and a summary of the report to the Village Board & residents.

3. BUDGET

The total budget for this project is $50,000, inclusive of all expenses related to the assessment, analysis, and policy framework development.

4. PAYMENT

Payment will be made in two (2) installments by the Village of Philmont—the first payment being made at the halfway point and the balance upon the satisfactory completion of the information identified in this RFP.

5. TIMELINE

The project is scheduled to be performed throughout the year 2024.

6. REQUIRED INFORMATION

Proposals should include the following information:

  • Consultant qualifications.
  • Related experience on similar projects.
  • Current and projected workloads.
  • Capability to meet time and budget requirements.
  • Identity and qualifications of professional personnel to be assigned to the project.

7. EVALUATION METHODS AND CRITERIA

Proposals will be evaluated based on the following criteria, with their respective weights:

  • Consultant qualifications and relevant experience (35%)
  • Proposed methodology and work plan (30%)
  • Qualifications of professional personnel (20%)
  • Capability to meet time and budget requirements (10%)
  • Cost proposal (5%)

8. SUBMISSION DEADLINE

All proposals must be submitted by 2:00 PM on January 19, 2024, Eastern Time.

9. SUBMISSION INSTRUCTIONS

The Village of Philmont reserves the right to reject any or all proposals. Late proposals will not be considered.
